The 1902 Anglo-Japanese Naval Treaty left Britain less anxious. Tsushima prevented Russia from mounting naval attacks on Japan and Japanese supply routes to Korea, but it could not ensure victory in the war. Moreover, the subsequent cult of the Japanese commander, Togo, proved misleading when it was employed to argue that a sweeping victory in battle would result in success in war, an attitude that led Japan to the totally misconceived attack on the USA at Pearl Harbor in 1941.
